Hasimir Fenring is the Imperial Spice Minister of the Imperium. He is currently on Arrakis serving as the Judge of the Change.
Lore
Hasimir Fenring was born as a potential Kwisatz Haderach candidate to Chaola Fenring, a member of the Bene Gesserit and lady-in-waiting to Empress Habla of Hassika V,[1] and an unnamed father. The Bene Gesserit disregarded him as a candidate after learning that he was a genetic eunuch, although Fenring remained invisible to the prescience of others.[2] He is also the childhood friend of Emperor Shaddam Corrino IV, having met when Chaola Fenring was assigned as Shaddam's wet nurse by Habla. During his younger years, Emperor Elrood IX used Fenring's skills of espionage and assassination to his own benefit, including several of Fenring's lovers of either gender.[3]
Fenring also encouraged Shaddam to assassinate Elrood using a slow-acting poison - upon his approval, Fenring secretly injected Elrood with a poison that would convert to chaumurky whenever he consumed spice beer, his favourite drink.[3] Elrood eventually died in 10,156 AG. During the events following his death, Hasimir Fenring quietly married Lady Margot Rashino-Zea, a Bene Gesserit, and they shortly moved to Arrakis upon Fenring's appointment as Imperial Spice Minister.[4] During his tenure as Imperial Spice Minister, Fenring acted as Shaddam's representative in meetings with the Bene Tleilax over Project Amal, an attempt to create artificial spice using the Ixian facilities occupied by the Tleilaxu, and destroyed documents implicating Shaddam after Rhombur Vernius and Atreides troops liberated Ix.
Shaddam appointed Fenring as the Judge of the Change following the outbreak of the War of Assassins between House Atreides and House Harkonnen. Fenring judged House Harkonnen as liable for the destruction of the Windsack production facilities and required them to pay for its damages, which likely retaliation for Glossu Rabban's destruction of the moonfish industry on Caladan, which Fenring had invested over a third of his fortune into and subsequently lost upon the industry's collapse.[5] Fenring also ensures spice production on Arrakis and that the Sardaukar behave appropriately.
During the game, the Player first meets Fenring after being captured by the Sardaukar in Harko Village. Fenring watches their interrogation by Sub-Prefect Tors before revealing himself and removing his mask, which leads to the Player attempting to kill themselves until he wears it again. Fenring reveals that the Player is conditioned to kill themselves at the sight of his face and openly wonders at who did this to them and why. After removing himself from the room, he uses a hologram to interrogate the Player personally, who can choose whether or not to reveal that they were tested by a Reverend Mother using the gom jabbar. They refuse to answer his questions about Zantara, which he accepts. He then informs the Player that they will work for him as an agent and, in return, he will give them answers about their identity and the plot surrounding them. After the Player is released from Imperial custody, Zantara warns them that Fenring is unusually interested in them and that he is extremely dangerous as the Imperium's best duelist and the Emperor's spymaster.[6]
Following this, Fenring orders the Player via Elara Tuek to assassinate several figures of import in the Hagga Basin. During these assassinations, the Player learns that Fenring has been chasing these individuals since the destruction of Old Carthag, that they are involved in the same scheme as the Player, and that Fenring knows more than he has allowed the Player to learn.

Act 3
Fenring does not appear during Act 3. At the beginning of the Act, Elara states that his silence means that he is preoccupied with important matters.
Act 4
Fenring first appears after tracking the Player and Elara to Zanovar, where he fights and captures them after they discover Cammar Pilru's tribute to Tyros Reffa. He reveals that the tribute has been kept intact to lure the gholas to Zanovar, and confirms that all the gholas the Bene Tleilax have created are gholas of Tyros Reffa. Upon awakening aboard the Eye of Salusa, Scytale informs the Player that Fenring destroyed Old Carthag in 10,194 AG after his agents discovered the third generation of Reffa's gholas, who had shared his appearance, and that Fenring had also captured the Sleeper, who was also aboard the vessel. The Player is captured by Fenring again after trying to free the Sleeper from captivity, and meets with Hasimir and Margot Fenring.
Upon awakening, Fenring reveals that the Sleeper has been unconscious since he was found in Sietch Ta'lab, having ingested the Water of Life. He theorises that the Reffa gholas are an attempt by the Bene Tleilax to create their own Kwisatz Haderach. Fenring then plays a message from Shaddam, where Shaddam informs Fenring of the Guild's concerns over spice production, pressure from the Landsraad to end the War of Assassins, and disdainfully refers to the Bene Gesserit. Shaddam then states that Duke Leto Atreides and Baron Vladimir Harkonnen should be informed that Shaddam will be visiting soon, and that Fenring should make the appropriate arrangements. He then discusses the Reffa gholas, which leads to the Player's awakening and merging of identities with Tyros Reffa.
When the Player returns to consciousness, they overhear Fenring's discussion with Lady Margot over his concerns about Shaddam's visit. He then uses the Player's conditioning to prevent them from shattering the Sleeper's sarcophagus, which they overcome, then removes his mask once that fails. The Player again overcomes this and uses the Water of Life to awaken the Sleeper, who reveals his identity as Kwisatz Haderach to Margot Fenring and renders her unconscious. Fenring rescues her and then flees as the Sardaukar arrive to kill the Sleeper and the Player.
After the destruction of the Eye of Salusa, Fenring's fate is unknown. Optional dialogue with Elara Tuek afterwards reveals that no one has heard from or had any contact with Fenring, while optional dialogue with Margot Fenring reveals that her memories are erratic (having almost entirely forgotten the Player) and that she believes her husband to be be indisposed after an accident.
